1)      General Information

a)      Pennsylvania SAVIN  powered by VINE is a FREE and ANONYMOUS telephone service that provides victims of crime two important features:

i)        Information

ii)       Notification

b)      Monitors the custody status of offenders in Pennsylvania’s county jails and state correctional facilities

c)      Information is available to callers 24 hours a day, 365 days a year

d)      Service is available in English and Spanish

2)      Information

a)      Anyone may call Pennsylvania SAVIN (866-972-7284) or log onto www.vinelink.com to determine the custody status of an offender.  Callers will need a touch-tone telephone to use the services.  To search for offender information through Pennsylvania SAVIN, you will need to provide one or more of the following items:

i)        Offender Name

ii)       Offender Identification Number

b)      Information provided to you when calling Pennsylvania SAVIN:

i)        Offender name

ii)       Offender Number

iii)     Current Offender Custody Status

iv)     Location of Offender

v)      Custody facility’s phone number

vi)     Scheduled Release Date (if available)

vii)   Information about crime victim services in your area

3)      Registration

a)      Crime victims and the general public may register directly with Pennsylvania SAVIN for telephone notification by using a touch-tone phone and calling 866-972-7284.  Registration for telephone and/or email notification may be done at www.vinelink.com.

b)      After locating the offender, to register for notification, they will need to provide the following information:

i)        A telephone number (including area code) to be reached, when choosing telephone notification

ii)       A 4-digit Personal Identification Number (PIN), when choosing telephone notification

iii)     A valid email address, when choosing e-mail notification

4)      Notifications and Calling Patterns

a)      Notification will be provided when there is a change in the offender’s custody status (for example - released, transferred or escapes)

b)      If an answering machine or a person answers a call and the correct PIN is not entered, then calls will be made every 2 hours for the remainder of the calling pattern

c)      Note regarding caller ID or anonymous call block:

i)        Notification calls from VINE will display a telephone number with a “502” area code.  If someone were to call the display number it would not be answered.  This alleviates the issue of persons or phone systems blocking anonymous calls.
