The theme was "Reshaping the Future, Honoring the Past" which applauds the power of victims and the victims’ rights movement to change the course of history and transform lives. By asserting rights and mobilizing resources that did not exist 30 years ago, victims can hope to reshape their destinies by overcoming the impact of crime.
